Maybe it's just my own pessimistic view, but the tone of this seems discouraging. A lot of talk about a 'long term plan', but mostly just seem to say bike lanes only go in when there is room and/or political will, which appears to be rare. Particularly the part about putting bike lanes being part of new roads; I'm guessing there aren't a lot of 'new' roads on the peninsula.
